From Belarus with love: Projects for the E5P fund

The team travelled from East to West of Belarus, spoke with eight municipalities across the country, identified and mapped potential projects for financing through the E5P Fund.

E5P, the Eastern Europe Energy Efficiency and Environment Partnership (E5P) is a multi-donor fund proposed in 2009 during Sweden’s presidency of the European Union to support investments in municipal energy efficiency and environmental projects. The fund started to be active in Ukraine and in 2014 expanded to other Eastern Partnership (“EaP”) countries, namely Armenia, Georgia and Moldova.  In 2016 the further expansion of the Fund to Belarus has been approved. Following this decision the Implementing Agencies are now working to identify a suitable project pipeline for E5P co-financing.

The consultants’ team, led by the project manager Michael Reidlinger of CES clean energy solutions, identified 35 potential projects with an investment demand of more than EUR 300 million. The projects are most often situated in the provinces of Belarus. In addition, during the mission to Belarus and through interviews with financiers and donors lessons learnt from investments made under the Northern Dimension Environmental Partnership umbrella were captured and presented to the donor community.

IFC entrusted Honorata Fijalka with the post-completion evaluation of the Balkan Renewable Energy Program (BREP) and its sub-programs in the area of small-scale water financing in Albania, Bosnia and Macedonia.
