Concordiste was entrusted with the mid-term evaluation of a grant mechanism, its disbursement operations and procedures for the period between April 2018 and September 2019. A selection of recommendations was provided for potential improvement and upscale in future.
The GIZ project “Energy Efficiency in Municipalities II” supports Ukrainian partners with the execution of the EU Energy Efficiency Directive 2012/27 and, among other measures to this end, provides grants for energy services, which are delivered by a trusted institution. The project’s main objective is to improve the pre-conditions for further build-up of municipal energy management systems in Ukraine through three components:
energy management in municipalities
planning and implementation of energy efficiency measures and
support mechanism for energy services.
Concordiste’s experience with energy efficiency financing facilties and track record in evaluation of energy efficiency and sustainable energy projects in the region was helpful for the analysis and provision of suggestions for improvement. The recommendations included increase of the financing lots to match increased demand for select energy services. This showed increasing interest of Ukrainian municipalities in energy efficiency services such as energy audits and project documenation.
